Moussa Abdoulaye was born in 1969 in N'délé, in the Central African Republic, and is a professor of linguistics. From April 2016 to September 2017, he was Minister for Public Service, Administrative Modernisation, Labour, Employment and Social Protection. Since October 2017, he has been a special advisor to the Prime Minister of the Central African Republic on the issues of social dialogue and social welfare. He lives in Bangui.
